    Planning Department

    Functions

    PMRDA perform following functions to achieve its objective:

    • Prepare Development Plan using advanced technological tools (GIS). It will be strengthening e-governance by providing round clock access to digital data, this would help end users to make legal and regulatory requirements in cost effective and efficient manner.
    • Provision of infrastructural and social amenities through Development Plan.
    • Updating Data and Maintenance with respect to ground reality.
    • Creation of a carbon neutral smart sustainable living town planning schemes through expression of interest (2000watt smart city association)

    Roles & Responsibility

    • Process of any required modifications in Approved Regional Plan, Pune.
    • Preparation of DC Regulations for PMR.
    • Implementation of Proposed Development Plan.
    • Process of any required Modification in Approved Development Plan, Pune.

     

    Building Permission

    Functions

    • The Building Permission department is responsible for issuing necessary permissions and sanctions for all kinds of buildings within the PMR including old and new projects.
    • The Department ensures that the construction activities within the PMR are strictly adhered to the rules and regulations laid down in the Development Control and Promotional Regulations, 2018
    • The Department reviews all applications that seek building permission to ensure firm compliance with all application building/structural laws and DCR requirements.
    • The Department deals with the control and supervision of the development also for industrial proposals authority has been adopted online building plan approval system OBPAS.
    • Affect a paradigm shift from the prevailing pattern of growth-first and development later to the concept of development first and growth later.

    Roles & Responsibility

    To extend services to all stakeholders beyond the statutory stipulations, shall focus on:

    • Scrutinizing and approving building plans for compliance with the DCPR, 2018.
    • Bringing all government processes into the public domain creating an environment of transparent governance.
    • Establishing a citizen-friendly, front end interface for addressing customer queries and complaints.
    • Preventing illegal constructions by promoting formally approved housing schemes.
    • Promoting inclusiveness through affordable housing projects such as Prime Minister Awas Yojana
    • Promoting development of Greenfield area by removing administrative and bureaucratic bottlenecks.
    • Site visits as and when required
    • Increased focus on industrial development in the PMR, in line with the Hon. Prime Minister’s “Make in India” and “Make for India” initiatives.

    Illegal Construction (Demolition)

    Functions

    • Submit the observations for the planned survey, satellite data and complaints received to building permission department on the legality of the structure.
    • Act accordingly based on the comments from building permission department:
      • If the construction of the building is complete, possession is complete, and the zone is approved, then notice to be given to regularize the structure within 3 months and receipt of acknowledgement from owner be given to PMRDA within 2 weeks
      • In case of Incomplete Construction and no possession given, notice to be given under section 53(1) of the Maharashtra Regional and Town Planning Act,1966 to the developer with a copy to the Police Department with instructions to carry out demolitions
      • Submission to Demolition Report by Police department

    Roles & Responsibility

    The role of illegal department is curbing of all illegal construction group under PMRDA jurisdiction in coordination with the building permission department
